The Verkhovna Rada at its meeting today, April 25, approved in the first reading bill No. 10256, which began the creation of a system for recording persons whose lives and health were damaged as a result of the armed aggression of the Russian Federation.

For more than two years of a full-scale war unleashed by the Russian Federation, a large number of Ukrainians have suffered from the crimes of the aggressor country, the department notes. -Death or disappearance of loved ones and relatives, forced displacement, physical and psychological trauma, disability – unfortunately, this happens to some Ukrainians every day.
It is noted that in Ukraine, a Register of damaged and destroyed property is already in place to record material damage and subsequently provide assistance to victims.
However, there is no accounting of data on victims who suffered non-material damage – that is, caused to human life and health – the Ministry of Social Policy adds.
Bill No. 10256 is intended to correct this gap:
- it will provide the opportunity to create a State Register of persons affected by the armed aggression of the Russian Federation against Ukraine, and thereby ensure the collection and recording of information about the harm caused by the aggressor country to the life and health of citizens;
- this will allow the state and citizens not only to record all the facts of harm to life and health, but to create data sets that in the future can help convey the harm caused when citizens apply to the International Compensation Mechanism for compensation for damage through reparations;
- the creation of a system for registering persons whose life and health have suffered as a result of Russian aggression will also enable the Ministry of Social Policy to provide social support to victims much earlier – without waiting for such a person to receive bureaucratic confirmation and the corresponding “status” (IDPs, persons with disabilities), etc. .d.).
- the creation of the Register of Victims will ensure accounting of the expenses of the state and local budgets, which are currently being directed to provide support to Ukrainians affected by the war. In the future, Ukraine also plans to use information about all types of damage and expenses as a result of Russian aggression to obtain reparations.
The state register of persons affected by armed aggression should become a component of the overall ecosystem of the system of registers of damage and damage caused by Russian aggression, the department notes.
