Men 18-60 years old liable for military service will be able to obtain international passports and passports of citizens of Ukraine only on the territory of Ukraine.

Ukrainians of military age will no longer be able to obtain foreign passports outside of Ukraine.
The Cabinet of Ministers adopted Resolution No. 443 on this on April 23.
The document states that “receipt of a passport of a citizen of Ukraine, a passport of a citizen of Ukraine for traveling abroad by a male citizen of Ukraine from 18 to 60 years old is carried out at the territorial body of the State Migration Service.”
Such passports are not forwarded to separate units or foreign diplomatic institutions of Ukraine to organize their issuance.
However, there are exceptions to the new rule.
Passports will continue to be issued to a number of individuals, namely:
- persons with disabilities who have documents confirming their status,
- persons who traveled as accompanying their wife with a disability or their parents or their wife’s parents with a disability of 1-2 groups,
- persons caring for disabled people of group 1 or 2,
- parents, adoptive parents or guardians of children with disabilities under 18 years of age,
- parents of adults with disabilities of groups 1-2,
- grandfathers, brothers, stepfathers of children with disabilities,
- guardians of persons with disabilities as part of 1st order relatives,
- persons with children with diseases requiring medical intervention abroad.
