This was announced by the Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets.
The Ombudsman stated that he had opened proceedings regarding a possible violation of human rights, and would also personally monitor this situation.
Also, my representatives in the Transcarpathian and Lviv regions will work to find out all the circumstances,” added Lubinets.
The Office of the Prosecutor General stated that the case was preliminarily qualified as an abuse of power or official authority by a military official (Part 5 of Article 426-1 of the Criminal Code of Ukraine).
Earlier on the same day, the Transcarpathian Regional Territorial Center for Recruitment and Social Support reported that in the region, on the way to the training center, a conscript who suffered an epileptic attack died.
The escort officer provided first aid and called an ambulance, but the doctors did not have time, the OTCC statement says.
Meanwhile, the special prosecutor’s office registered criminal proceedings. Pre-qualification – abuse of official authority.
Let us remind you that on April 23, in the Transcarpathian region, on the way to a training center, a soldier died due to an epileptic attack.
Ombudsman Lubinets said that the man was considered fit for military service. The official disrupted the proceedings on possible human rights violations and took the matter under his own control.
