The bills provide for:
- $26.4 billion in support of Israel;
- $8.1 billion to counter China in the Indo-Pacific region;
- $60.8 billion in support of Ukraine.
A fourth bill will also be released subsequently, aimed at addressing other GOP foreign policy priorities, including the sale of frozen assets of Russian oligarchs and the imposition of stricter sanctions against Russia, China and Iran.
Republicans are also expected to release a border security bill later, which will be considered separately.
House Speaker Mike Johnson said he will give lawmakers 72 hours to review the legislation and will begin voting on Saturday, April 20.
According to the text of the document published on the website of the House of Representatives, it is proposed to allocate more than $27.9 billion. USA for all operations related to military assistance in Ukraine. In particular:
- $13.8 billion for the period until September 30, 2025, they are sent to the Ukraine Security Assistance Initiative program, under which the US Department of Defense signs contracts with American defense companies to provide Ukraine with new weapons and equipment;

The bill also proposes to oblige the US President to transfer ATACMS long-range missiles to Ukraine “as soon as possible.” At the same time, it is provided that the US President can postpone this decision if it “would be detrimental to the interests of US national security.”
The bill also provides for the provision of $7.85 billion. economic assistance until September 30, 2025, with a ban on spending these funds on pension payments. At the same time, it is stipulated that after November 2025, the US President will be able to write off 50% of the debt on these loans, and from January 1, 2026 – 100% of the debt, provided that this decision is supported by Congress.
The bill also contains reporting requirements for the US presidential administration:
- within 30 days of its enactment, the Administration must provide Congress with a report on all weapons and related funding that the United States has provided to Ukraine since February 24, 2022:
- within 60 days – provide a report on how control over the registration of weapons was carried out;
- no later than 45 days, Congress must receive from the US presidential administration a “strategy to support Ukraine,” which must be multi-year and contain “specific and achievable goals.”
