The law on mobilization on April 17 was published in the official parliamentary publication “Voice of Ukraine”.

This means that it will come into force on May 18th.
How and when will the law on mobilization come into effect?
The President of Ukraine signed a law on improving mobilization on April 16.
The provisions of the law regarding military transport conscription (mobilization of transport) will come into force in eight months, that is, from mid-January 2025.
Conscripts and those liable for military service must update their data within 60 days after the law comes into force, that is, until mid-July 2024. To do this, those in Ukraine need to personally appear at the TCC, the Administrative Services Center, or do this in their electronic account of a person liable for military service (if available and after this service becomes available).
Persons liable for military service who are abroad have the following options – to report themselves to the official TCC email address, or by phone listed on the TCC website at their military registration location, or through an electronic account.
Citizens who are not in Ukraine and removed from military registration due to being abroad must re-register within 30 days from the date of entry into force of a separate resolution of the Cabinet of Ministers on the registration of citizens abroad.
On September 1, 2025, basic military training begins for all students. Also, on September 1, 2025, military training will begin for persons who want to take positions in the civil service or in the prosecutor’s office for the first time. The very requirement to have such military training to take office will begin to work a year later. From September 1, 2026 or from the moment martial law is lifted.
Within a month from the publication of the law (i.e., until mid-May 2024), the Cabinet of Ministers must develop acts necessary for the functioning of the law, as well as ensure the work of recruiters in administrative service centers and employment centers in order to attract people to military service.
Electronic accounts must be operational within two months from the date of publication of the law. That is, until mid-June.
By mid-July 2024, automated data exchange between the electronic registry and the data bank on disability issues will be operational.
Within three years after the publication of the law, that is, until mid-July 2024, the Cabinet of Ministers must take measures to verify the conclusions of the MSEC (medical and social expert commissions) on establishing disability for persons 25-50 years old, adopted after February 24, 2022.
