UN Assistant Secretary-General Miroslav Jenca said the escalating war in Ukraine is a “direct threat to regional stability and international security” and said they were also “stunned by the increase in civilian casualties.”

The UN human rights monitoring mission in Ukraine reported this week that at least 604 civilians were killed or injured in the country in March 2024, up 20% from February.
It is unacceptable. Attacks against civilians and civilian infrastructure are prohibited by international law. They must stop immediately, and we continue to condemn them wherever they are found,” the official says, before remembering that attacks continue “on Russian territory.”
Jencsa recalled that Russia’s invasion of Ukraine, launched in flagrant violation of the UN Charter and international law, continues to cause great damage to the people of Ukraine. And Russian attacks on Ukrainian cities over the past month have become a “daily pattern of destruction,” including an intense and systematic targeting of Ukrainian energy infrastructure.
The UN also expressed solidarity with the International Atomic Energy Agency and called for an end to attacks on the Zaporozhye nuclear power plant.
The consequences of a nuclear accident can be catastrophic. We join the call of IAEA Director General Rafael Grossi to immediately stop such inexcusable attacks to avoid a major nuclear accident. No one can benefit either militarily or politically by attacking nuclear facilities. The consequences of a nuclear accident, intentional or not, could be catastrophic for all of us, Jencsa said at a meeting of the UN Security Council.
Miroslav Jenča is the UN Assistant Secretary-General for Europe, Central Asia and the Americas.
