On April 9, a parliamentary committee decided to develop a bill on rotation and demobilization separately from the law on mobilization. It must take into account many nuances and factors in order to eliminate the risks of a negative impact on the defense capability of the state. This will happen in cooperation with the Ministry of Defense and the General Staff, writes the League.

Speaker of the Ministry of Defense Dmitry Lazutkin said:

There is an order from the parliamentary committee to develop a new bill on rotation and demobilization within eight months. The new document must take into account many factors in order to avoid a negative impact on the country’s defense capability.

According to the speaker of the Ministry of Defense, work on the new bill will be carried out in cooperation between the Ministry of Defense and the General Staff.

On April 10, the Council began considering 4,263 amendments before the second reading of the mobilization bill. It is expected that the document will be voted on tomorrow.

The demobilization provision was removed from the government bill at the request of the military command. The Commander-in-Chief of the Armed Forces of Ukraine, Alexander Syrsky, wrote a letter to the Minister of Defense Rustem Umerov, in which he proposed to consider the provision on demobilization separately from the government law on mobilization.

Umerov agreed with Syrsky’s proposal and sent a response letter to the Cabinet of Ministers.

Certain provisions of the bill, given the significant number of parliamentary amendments, require more detailed analysis and additional study. Taking into account the above, it is proposed that the question regarding the grounds for dismissal from military service and the introduction at the legislative level of rotation of military personnel should be standardized separately in another bill,” Umerov noted.
