Acting Minister of Culture and Information Policy Rostislav Karandeev on his Facebook page commented on the resonance of the news about the booking from the mobilization of circus workers.

I was outraged by the hate surrounding the topic of booking workers in the cultural and media spheres. This is the usual disrespect for people in the sphere who do their work honestly and efficiently, a primitive assessment of their social significance, as well as the overall significance of the culture at war in the country,” he emphasized.
The official urged not to draw conclusions about the importance of a cultural institution just by its name.
The state enterprise “Directorate of Traveling Circus Groups of Ukraine” is not a street tent, as someone imagines, but a professional team of highly skilled craftsmen,” noted Karandeev. “This is the only institution that holds performances in the most remote territorial communities, where it is difficult to reach, where people do not have the opportunity to attend cultural events.
The specifics of this group’s work are constant tours throughout Ukraine, being on business trips 11 months a year, traveling to de-occupied territories, showing performances in hospitals, shelters, and unsuitable premises,” he added.
Karandeev noted that in 2023 the team performed 1,510 performances, which were attended by almost 145,000 spectators in 17 regions of Ukraine. In two months of 2024, 182 performances were held in 14 regions.
The duty of the authorities is to ensure the constancy and at least the minimum ability to function of such a collective, like any other cultural institution, which, despite the challenges of war, has not stopped its activities, has not fled abroad, and responsibly fulfills its creative mobilization task,” the official emphasized.
Karandeev notes that since the beginning of the full-scale invasion, the government-established algorithm for booking cultural and media workers has remained unchanged.
There were no innovations. We have booked and are booking workers from theaters, musical institutions, and circuses, without whom the work of these institutions is impossible,” he noted.
According to him, we are talking about a small number of people.
The Directorate of traveling circus groups of Ukraine submitted only 14 people for booking, he noted. — This is less than 10 percent of the total number of the entire team! These are 11 performers of the most complex circus genres and 3 more technical workers who are inseparably linked with the artists and without whose participation the performances simply cannot take place.
Karandaev also commented on the booking of media workers.
During a war, when the enemy manipulates public opinion in Ukraine and abroad, spreads disinformation and outright lies, the Ukrainian media are a source of truthful information and a pillar of Ukraine’s national security. Therefore, some of the workers in this area are also booked,” he noted.
