The committee recommended adopting as a basis bill 11079-1, which allows the mobilization of those sentenced to imprisonment and restriction of liberty,” noted committee chairman Sergei Ionushas in a commentary to RBC-Ukraine.
According to him, mobilization will be prohibited for those individuals who have committed crimes against national security.
Also, those convicted of terrorism, murder of two or more people, rape, pedophilia and fatal accidents under the influence of drugs or alcohol will not be drafted.
In addition, the Law Enforcement Committee excluded criminal liability under the military offenses bill and determined the amount of fines for citizens and officials and legal entities.
Ionushas, in a commentary to the UP, said that, according to the committee proposals, for violation of the rules of military registration (Article 210 of the Code of Administrative Offenses) in peacetime, a fine of 3.4 to 5.1 thousand UAH is provided, repeatedly or in a special period. from 17 to 22.5 thousand UAH.
At the same time, for violation of the legislation on defense and mobilization (Article 210-1 of the Code of Administrative Offenses) in peacetime, it is planned to establish fines from 5.1 to 8.5 thousand UAH for citizens, 17-34 thousand UAH for officials and legal entities. During martial law, fines will range from 17 to 22.5 thousand UAH for citizens, from 34 to 59.5 thousand UAH for officials and legal entities.
Jonusas’s deputy, Andrei Osadchuk, clarified that the bill will be considered in the near future – after the adoption of the law on mobilization.
In the initial version of the bill, evasion of conscription for military service during mobilization, including refusal to undergo a medical examination, provided for criminal liability in the form of imprisonment for a period of 3 to 5 years.
