The Regulatory Commission for Gambling and Lotteries (CRAIL) opposes the ban on online casinos for military personnel.

The commission reported this at the request of LIGA.net.
Any ban is evil. Gambling was already banned from 2009 to 2020. If the state bans gambling again, this does not mean that the military will stop gambling. They will do this, but on illegal sites – and this carries more risks, because it will be much more difficult to control this process, says the head of the commission, Ivan Ryzhiy.
It is possible to introduce targeted bans for addicted military personnel by adding them to the register of gambling addicts by decision of the commander, and also conduct research to find out how widespread the problem of gambling addiction is in the army, the regulator believes.
Last week, the parliamentary finance committee supported the liquidation of CRAIL and increased control over the gambling business.
Deputy Chairman of the Committee Yaroslav Zheleznyak said that draft law 9256d was supported unanimously. The document provides for the transfer of the functions of CRAIL to the Ministry of Digital Development, as well as:
- restriction of advertising of gambling (in particular, the inadmissibility of speculation on the topic of war and volunteering) and a ban on sponsorship;
- identification of additional tools to limit visits to gambling establishments and participation in gambling for potentially vulnerable categories of the population during the period of martial law;
- improvement of gambling business control tools (test purchases, Internet monitoring);
- establishing additional criteria for revocation of licenses, improving requirements for organizers of gambling and services in the field of gambling.
The gambling business paid more than UAH 10 billion in taxes in 2023. At the same time, the total turnover of the gambling business increased almost 15 times a year and reached UAH 207 billion. At the same time, the investigative commission on crimes in the gambling business emphasizes that in Ukraine 95% of companies in the gambling industry do not pay taxes.
