Committee to Reconsider Blocking Accounts in Mobilization Bill

    The Committee on National Security, Defense and Intelligence will re-examine the previously rejected provision of the draft law on mobilization to introduce temporary restrictions for evading mobilization.

    Member of the committee, MP from Eurosolidarity, Irina Friz, announced this today, April 6, on her Facebook page.

    Decisions were made to review some previous (decisions) and committee amendments were considered,” she noted. — Did not support the Committee’s decision to revise the amendments that rejected the introduction of temporary restrictions (blocking accounts, ban on driving vehicles, traveling abroad), but was in the minority. Now the committee will reconsider this rule.

    Besides:

    • the committee returned restrictions on the provision of consular services to Ukrainian citizens abroad without military registration documents;
    • after additional discussion at the request of the Ministry of Defense, the introduction of an electronic account was left as a right (opportunity), and not an obligation.

    The committee also formed and added committee amendments to the motivational part of the mobilization bill. In particular, in the edition taken as a basis:

    • citizens who have expressed a desire to sign a contract with the Ministry of Defense will have the opportunity to choose a unit from the list of units approved by the General Staff;
    • additional remuneration is paid monthly in the manner determined by the Cabinet of Ministers;
    • military personnel performing combat (special) missions during combat (special) operations on the line of combat engagement with the enemy to the depth of combat (special) missions carried out by a military unit (unit, including combined) of the first echelon of defense or offensive (counter-offensive, counter-attack) ) to a company stronghold, inclusive, as well as enemy territory (including between the positions of enemy troops and friendly troops in areas of military (combat) operations, in the territory of Ukraine temporarily occupied by the Russian Federation), every 30 days (totally calculated) the completion of such tasks is paid a one-time remuneration in the amount of UAH 70 thousand in the manner established by the Cabinet of Ministers;
    • military personnel are paid remuneration for destroyed (captured) weapons and military, combat (special, specialized) equipment of the enemy in the amount of 4 to 80 times the subsistence minimum for able-bodied persons, established by law on January 1 of the calendar year, in the manner and amounts established by the Cabinet of Ministers;
    • military personnel (except for military personnel of conscript military service and cadets of higher military educational institutions, institutions of higher education with specific training conditions, as well as institutions of higher education that include military institutes, faculties of military training, departments of military training, departments of military training, institutions of professional higher education military education, who before enrolling in training were not in military service or were undergoing compulsory military service) are paid a monthly remuneration for the specifics of their service in the amount of 10 thousand UAH. in the manner established by the Cabinet of Ministers;
    • military personnel will have the right to compensation of 50% of the first installment on a loan secured by the subject of a mortgage in accordance with the terms of the private joint-stock company “Ukrainian Financial Housing Company” providing affordable mortgage lending to citizens of Ukraine and an additional 100 thousand UAH after the first year of military service and another 100 thousand UAH UAH after the second. Compensation is provided to a serviceman only once during the entire period of his military service;
    • no penalties are charged, penalties for failure to fulfill obligations to enterprises, institutions and organizations of all forms of ownership, including banks and individuals, and no interest is accrued for using the loan, except for loan agreements for the acquisition of property that is or will be classified as objects housing stock (residential building, apartment, future property, unfinished housing construction, property rights to them), and/or a car;
    • one month of service is counted for three months of service, during which the person was directly involved in the implementation of measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, being directly in the regions and during the period implementation of these measures during martial law.

    The final version of the incentive package will be adopted at the next meeting of the Committee, Frieze noted. — The decision on dismissal from military service has been postponed to the next meeting. De facto, consideration of the bill is planned at the next meeting of the Verkhovna Rada of Ukraine.
