Russian Defense Minister Sergei Shoigu, Foreign Minister Sergei Lavrov and Vladimir Putin’s press secretary Dmitry Peskov have stepped up information operations to push Ukraine toward negotiations and use fear and “restraint to itself” the West. This was reported by the Institute for the Study of War (ISW).
Shoigu tried to threaten France to stop support for Ukraine, and made interest in peace negotiations, hoping to push them to third countries and Kyiv.
Peskov said NATO and Russia are in “direct confrontation.” He also accused NATO of moving closer to Russia’s borders, likely referring to the recent entry of Finland and Sweden into the alliance, and said NATO had expanded its military infrastructure closer to Russia.
The increased rhetoric that NATO and Russia are in “direct confrontation” is likely still part of Russia’s reflexive control campaign, which uses threatening rhetoric to delay and influence key decisions about Western support for Ukraine.
Lavrov also promoted information operations, pretending to be interested in the negotiations. He used a meeting of dozens of foreign ambassadors from non-Western states to denounce Ukraine’s “peace formula”. According to him, Russia is ready to negotiate terms favorable to the Kremlin.
Russia continues to prepare for a potential war with NATO forces, ISW said. The aggressors carried out military reforms, re-creating the Leningrad Military District and the Moscow Military District in western Russia.
