The first profiles of children from Donbass appeared in the database in October 2022, a week after Russian troops occupied some territories of the Donetsk and Luhansk regions in the east and the Kherson and Zaporozhye regions in the south .
Ukrainian children were offered for adoption or placement in care in at least 15 regions of Russia, mainly in the regions of Oryol, Nizhny Novgorod and Rostov. However, they were not informed that they were from Donbass.
Russian citizens can adopt at least 214 children deported from Ukraine whose parents died or were deprived of parental rights.
During the press investigation, a third of the children’s profiles disappeared from the database: 17 of them were over 18 years old, four were returned to their parents in Donbass, one to their mother in Kherson, and others were probably transferred to Russian families. for adoption or foster care.
