The President of Ukraine Vladimir Zelensky and the President of Finland Alexander Stubb signed an agreement on security cooperation and long-term support. This was reported by the press service of the Ukrainian leader on Wednesday, April 3.
“Through this document, Finland formalizes its readiness to continue to support Ukraine in the fight against Russian aggression, promises to provide long-term military and financial assistance, as well as to deepen cooperation with our country in the political sphere, financial, humanitarian and in the direction of reforms,” the statement said.
Finland will also help Ukraine rebuild its energy sector, assess environmental damage, strengthen border and critical infrastructure protection, and provide treatment to Ukrainian military personnel.
In addition, the document contains powerful blocks on sanctions, compensation for damage and liability to Russia.
The agreement also clearly shows Finland’s support for Ukraine’s future membership in the EU and NATO.
Vladimir Zelensky thanked Alexander Stubba for the 23rd aid package to our Ukraine in the amount of 188 million euros. The total amount of support provided by Finland since the beginning of the full-scale invasion of the Russian Federation is close to 2 billion euros.
“I am grateful for the guarantee of the extension of military and financial support for our state of Finland. So far, we have received 400 million euros of military aid for 2024. And this amount will increase significantly by the end of this year thanks to at least two more aid packages,” – noted the President of Ukraine.
In addition, Finland is preparing a four-year plan to support Ukraine. The budget for development and restoration is 290 million euros.

Let’s recall that in July 2023, at the NATO summit in Vilnius, the G7 countries approved a declaration providing long-term support for Ukraine in the field of security and economy. 32 states have joined this declaration.
To date, Ukraine has concluded eight bilateral security agreements: with the UK, Germany, France, Denmark, Canada, Italy, the Netherlands and Finland.
