At the beginning of 2024, nineteen Russian citizens who defected to the Russian army were granted asylum in France. The French National Asylum Court (CNDA) announced this on March 22, BFMTV reports.
It noted that “19 requests for asylum were granted with decisions made between January 1 and mid-March 2024.”
Last July, the court adopted a doctrine that grants refugee status to Russian citizens who “demonstrate that they pose a personal risk of persecution if returned to Russia because they have not been partially mobilized in the war waged by armed forces of Russia against Ukraine”.
This doctrine, the first in France regarding deserters from the Russian army, is based on the European Directive of December 13, 2011 and the decision of the Court of Justice of the European Union on February 26, 2015.
According to CNDA vice-president Christine Masse-Degua, to qualify for refugee protection, you need to prove your suitability for mobilization using specific elements, such as documents or reports and personalized declarations.
