Shapps, along with Chief of the Defense Staff Admiral Sir Tony Radakin and a small group of British officials, arrived in Kiev on an overnight train from Poland on March 7 for talks with Zelensky. This happened after the Russians attacked Odessa while Ukrainian President Vladimir Zelensky and Greek Prime Minister Kyriakos Mitsotakis were there.
