The department believes that banning people with a criminal record from being part of the army is an outdated legislative norm from the times of the USSR.
The mobilization potential of those convicted under criminal charges in Ukraine consists of those who have already served their sentences and those who are currently in prison. If the relevant law is voted on, the former will be called without their consent, the latter must express a desire to serve, the Public reported on Friday, March 15.
There are about 50 thousand people in Ukraine who have been released after serving their sentences. There are also 26 thousand people who are in prison, Ukraine’s Deputy Minister of Justice Elena Vysotskaya said in a comment to the publication.
He noted that it is now difficult to say how many of these people will be included in the ranks of the Armed Forces of Ukraine.
According to him, we should expect a very lively discussion in the Verkhovna Rada when considering the bill on the mobilization of prisoners.
He added that those who have already served their sentences will be mobilized without their consent, like all other citizens who are liable for military service of military age, and also mentioned that the ban on people with a criminal record to be part of the army is out of date. legislative standard from the USSR era.
Vysotskaya said that parole is granted for prisoners who serve sentences on their application. But the ability and physical training of the prisoners will also be taken into account so that there are no medical contraindications.
Justice Minister Denis Malyuska said the military requested to exclude from possible mobilization those who violated military discipline and committed crimes while performing military duty. They also don’t want to see those who commit crimes against the state.
According to him, not all commanders are ready to accept convicts and prisoners, so they are probably separate detachments.
As we wrote earlier, a bill was registered in the Verkhovna Rada that provides for the release of prisoners from serving their sentences to perform military service under a contract in a special period.
