He noted that if Congress approves additional aid to Ukraine, there is a “real opportunity to cement Ukraine’s strategic victory and strategic defeat for Putin’s Russia.” According to the CIA, with additional help, Ukraine will be able to inflict more losses on Russia – we are talking about attacks on both the occupied Crimea and the Black Sea Fleet of the aggressor country.
