First, he visited Moscow, where he met with Deputy Foreign Minister of Russia Mikhail Galuzin. Following the meeting, Moscow stated that any settlement of the war is impossible without its participation and taking into account its interests.
Li Hui and Galuzin came to the conclusion that “ultimate demands on Russia” impede dialogue, Reuters reports.
China has expressed its readiness to “continue its efforts to promote peace negotiations” and is also offering mediation services.
As analysts predicted, Russia took advantage of Hui’s visit to promote the topic of negotiations and may begin to accuse Ukraine of refusing a peaceful resolution to the conflict.
Hui will now travel to Ukraine, Poland, France and Germany.
On the eve of the Chinese official’s trip, the Chinese Foreign Ministry said that Li Hui’s trip is “the second round of diplomacy to find a political solution to the Ukrainian crisis (as China calls the Russian invasion).”
Hui first came to Ukraine and EU countries in May 2023. Then he stated the importance of China’s participation in implementing the peace formula voiced by Vladimir Zelensky and ensuring nuclear safety. The WSJ wrote that Hui advocated a ceasefire with Russia maintaining the occupied Ukrainian lands.
