Ukraine has updated the criteria for identifying defense industry enterprises.

Compliance with these criteria becomes the basis for further reservation of military personnel for the period of mobilization and wartime. The criteria and algorithm of actions have been updated for two booking options. This was reported by the Ministry of Strategic Industries of Ukraine.
The first reservation option includes 50% of employees, regardless of military specialty. This applies to enterprises and organizations that produce goods for the military, develop, modernize and repair military and special equipment and spare parts for it, produce ammunition and other defense products.
They must meet both criteria:
- The enterprise must be at the stage of fulfilling a contract with a government customer in the field of defense or be a co-executor of such a contract.
- More than 50% of total production is defense goods, works and services (for the last reporting period).
The second option involves reserving up to 50% of employees liable for military service (inclusive). This applies to factories operating in the industrial, aircraft manufacturing and space sectors.
Workers must meet three of the following five criteria:
- The enterprise must be at the stage of fulfilling a contract with a government customer in the field of defense or be a co-executor of such a contract.
- More than 50% of total production is defense goods, works and services (for the last reporting period).
- The enterprise must be included in the electronic register of participants in the selection and executors of government contracts (agreements), in accordance with the law of Ukraine 07/17/2020
No. 808-IX “On defense procurement”. - The enterprise must participate in the implementation of tasks and measures provided for by state target programs in the aircraft manufacturing industry and the field of space activities.
- The enterprise must produce goods, perform work and provide services for defense industry enterprises (which, in turn, use them to manufacture defense goods).
- The Ministry noted that the decision on whether an enterprise meets these criteria is made by the department’s working group and representatives of other interested government bodies.
Let us recall that at the beginning of February, President Vladimir Zelensky announced a new mechanism for booking military service employees of enterprises. He noted that now all businesses are important – “every farmer, every person, even those providing 10, 20, 30 jobs.”
