“The contacts with the Americans have led nowhere,” said an official familiar with the discussions in late 2023 and early 2024, speaking on condition of anonymity.
According to another Russian source, the United States, through mediators, told Moscow that it would not discuss a possible ceasefire without Ukraine’s participation, which is why the negotiations ended in failure. A third source familiar with the discussions said: “It all fell to the Americans.”
At the same time, the source of the agency in the United States said that there is no official contact between Moscow and Washington and emphasized that the Americans will not conduct negotiations with Russia that affect the interests of Ukraine without the participation of Kyiv.
The scale of the negotiations and their failure have not been reported before, Reuters notes. The Kremlin, White House, State Department and CIA declined to comment on the agency.
At the same time, Kremlin Speaker Dmitry Peskov said in a February 14 briefing about the Reuters article that “this is not true.”
And Russian Foreign Minister Sergei Lavrov said today that Moscow expects “serious proposals” regarding Ukraine, taking into account “the facts on the ground.”
