According to it, commanders of military units receive the authority to write off military property during a state of war by their own order (except for weapons) worth per unit of military property or according to one act worth up to 1.7 million UAH without approval and coordination with officials at higher levels, law enforcement agencies or a special law enforcement unit within the Armed Forces of Ukraine.
This significantly reduces bureaucracy and makes procedures simpler and more transparent,” said Defense Minister Rustem Umerov.
On February 7, the president signed a law simplifying the procedure for writing off military property. It provides for the specifics of writing off military property during martial law.
Main innovations
The law provides for the right of the commander of a military unit, upon the recommendation of the commission for writing off military property, to write off the property assigned to the military unit, regardless of the range of support services (except for weapons), at a cost per unit of military property or, according to one act, up to 100 thousand tax-free minimum incomes of citizens.
Write-off is possible without approval and coordination with higher-level officials, law enforcement agencies or a special law enforcement unit within the Armed Forces of Ukraine.
Also, the commander may decide on the need to conduct an investigation into the causes and circumstances of the loss or destruction, premature wear and tear, overexpenditure of military property (except weapons) worth per unit or in one act up to the specified amount.
