Ombudsman Dmitry Lubinets said that the bill on mobilization rules contains a number of provisions that contradict the Constitution of Ukraine.

He sent a nine-page letter with comments to the relevant committee on national security, defense and intelligence.
In particular, the Ombudsman mentioned the procedure for traveling abroad for men aged 18 to 60 years, included or excluded from the military register, temporary restrictions on leaving the country and the conscript’s electronic account.
Among other problematic aspects of the bill, according to Lubinets, are the following:
- Temporary restriction of a citizen’s right to leave the country. However, according to the requirements of Art. 17 of the Constitution, the Armed Forces of Ukraine and other military formations cannot be used by anyone to restrict the rights and freedoms of citizens;
- The obligation to register a conscript’s electronic account; this provision of the bill does not comply with the provisions of the Constitution and the Law of Law “On the Protection of Personal Data”;
- Granting the right to representatives of the TCC and SP to check the military registration documents of citizens also contradicts the Constitution. Such a check can only be carried out by employees of the National Police, as well as staff of the State Tax Service;
- Deprivation of the right to exemption from conscription for military service during mobilization for a special period of graduate students receiving a level of education at the expense of individuals or legal entities on a contract basis.
Lubinets also criticized the first edition of this law.
