Toomas Nahkur is one of five suspects in the case of possible theft of almost 1.5 billion UAH from the purchase of 100 thousand mortar rounds for the Ukrainian Armed Forces.
VACS chose a preventive measure for one of the defendants in the case of theft of 1.5 billion hryvnias for the purchase of shells for the Armed Forces of Ukraine. The Anti-Corruption Center reports that we are talking about Toomas Nahkur.
“The investigative judge VAKS Ekaterina Sikora applied a preventive measure in the form of a personal commitment to the suspended acting director of the Department of Military-Technical Policy for the Development of Weapons and Military Equipment of the Ministry of Defense Toomas Nahkur. The officer is assigned a number of responsibilities, in particular, issuing passports for travel abroad and wearing an electronic bracelet. The decision to apply a preventive measure indicates the validity of the suspicion,” said of the message.
It was also reported that the investigating judge refused to address the request regarding the use of detention with an alternative bail of more than 268 million UAH, as requested by the prosecutor. The reasons for the decision will be known after the publication of the full text of the resolution, scheduled for February 7.

According to the investigation, Defense Ministry officials understood in advance that the mortar rounds will not be provided and no one has checked with the Ministry of Defense, “how the mines should be transported from Croatia to Ukraine. It is Nahkur, as the head of the relevant department of the Ministry of Defense, who is responsible for the validity of the terms of the contract,” the Center added.
The prosecutor said that the official did not properly check all the documents, did not monitor the order of supply of mines, did not properly check the supplier, despite many violations of the law and contract, endorsed the agreement and the prepayment decision for UAH 1.34 billion. In this case, the prepayment amounts to 97% of the contract value.
“In May 2023, it was possible to start the arrest of only 818 million UAH; other funds were transferred to the accounts of foreign companies, but no one placed one of the 100 thousand mines. The defense asserted that Nakhkur was only the head of one of the departments within the Ministry and within the limits of his competence, approved some things. In addition to him, more than ten other people gave their approvals. According to the defense, this is ordinary business activity and the suspicion of Nakhkuru personally is unfounded,” the report said.
