The discussion is not easy. There are serious questions. There are indeed difficulties. I have reviewed the details. He asked that the necessary developments be made so that all difficulties between officials, businesses and law enforcement officers would be removed. […] All developments will be presented to the National Security and Defense Council,” Zelensky noted.
Earlier, Forbes reported that members of the economic bloc of the government and the leadership of the Council held a closed meeting with entrepreneurs, where they discussed the actions of law enforcement agencies in business.
Entrepreneurs, as the publication wrote, expressed “total outrage” at the actions of the State Bureau of Investigation.
The government side was represented by First Deputy Prime Minister – Minister of Economy Yulia Sviridenko, Deputy Prime Minister – Minister of Digital Transformation Mikhail Fedorov, Senior Advisor to the Head of the Presidential Office Daria Zarovna, Chairman of the Verkhovna Rada Ruslan Stefanchuk.
We formally met, talked, and parted ways. The proven scheme is to let off steam. The only plus of the meeting is that the fury of business is obvious. I think they should formalize more than before the meeting,” the publication quotes one of the meeting participants.
Law enforcement officers and their supervisors from the Office of the President were not present at the meeting.
Earlier, the social movement “Manifesto 42”, in response to the arrest of businessman Igor Mazepa, announced a transition to more radical forms of protest against the “arbitrariness of the rear security forces in relation to business.” The association announced a precautionary protest – a shutdown of enterprises for an hour – if the authorities do not respond to its demands.
“Manifesto 42” stated that it expects such steps from the state leadership by 12:00 on February 1, 2024 to solve the problem that threatens the national security of the state.

The President of Ukraine and the government are to work out and submit for consideration to the Verkhovna Rada legislative initiatives developed by the social movement “Manifesto 42”, aimed at limiting the abuse of power by werewolves in uniform during searches, seizure of accounts and property. Initiate a bill according to which all law enforcement agencies, except for the Economic Security Service, will be deprived of the right to investigate economic crimes.
-
The government should initiate the creation of a permanent commission in the “government – law enforcement agencies – business association” format to promptly respond to the “arbitrariness of the rear security forces” in relation to business. The work of the commission must be public, with the involvement of the media, and its decisions must be carried out by law enforcement agencies.

The President of Ukraine should publicly declare his position on searches on the territory of enterprises without a court decision and the access of lawyers. A direct consequence of this statement should be legal actions in the high-profile case of Igor Mazepa, aimed at his dismissal from the pre-trial detention center.
Background
On January 18, Igor Mazepa was detained while crossing the Ukrainian-Polish border, and the company was searched. In a commentary to Forbes, Concorde Capital stated that the investigative actions are related to Mazepa’s position on putting pressure on business.
Subsequently, it became known that DBI officers detained Yuri Mazepa, the brother of the owner of the investment company Concord Capital, Igor Mazepa.
On January 19, the Pechersky District Court of Kyiv chose a preventive measure for Igor Mazepa in the form of detention with an alternative to bail of UAH 349 million.
