Employees of the Territorial Recruitment and Social Support Centers do not have the right to forcibly detain people, demand and take away their documents. Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets stated this in an interview with NV.
The main issue raised by Ukrainian citizens is the inconsistency of the TCC mandates. This is when they demand to check documents, take away documents and detain Ukrainian citizens. They don’t have such rights,” he noted.
The official emphasized that only representatives of the National Police, State Border Service and National Guard have the right to check citizens’ documents. The military does not have such powers.
Lubinets added that criminal proceedings have been opened regarding cases where TCC employees used physical force against Ukrainians. Checks are also carried out at military registration and enlistment offices. The Ombudsman requires that the heads of Territorial Recruitment Centers decide on punishments for their subordinates if information about abuse of official duties is confirmed.
Let us remind you that in December last year, a video was distributed online of how armed TCC workers used force against a passerby. Two military men were chasing the civilian, and one of them hit the fugitive on the arm with the butt of a machine gun.
