Putney claims that “everything” was finally agreed upon in Istanbul.
We agreed on everything. Moreover, the head of the negotiating group on the Ukrainian side even signed this. There is a signature, we have the document. They only told us: we need to give some kind of sign that Russia really intends to resolve these issues peacefully, we need to withdraw the troops from Kyiv, they did. A day later they threw all the agreements in the trash.
Why does Putin lie?
As you know, the negotiations in Istanbul that Putin mentions took place on March 29, 2022. They ended in nothing: only verbal statements.
Kyiv then proposed that instead of NATO membership, Ukraine would receive reliable security guarantees from a number of states, that the issues of Donbass would be resolved by Putin and Zelensky personally, and that the issue of the status of Crimea would be resolved over the course of 15 years, in a peaceful situation.
The Russian side received these proposals in Istanbul and did not officially respond to them. Only the head of the Russian delegation, Medinsky, said that he would convey Putin’s proposals.
After negotiations in Istanbul, Peskov explained that Russia was withdrawing troops from northern Ukraine “to improve the situation for negotiations with the Ukrainian side.” At the same time, he in no way referred to the fact that this is being done according to the Istanbul agreements, which Putin is talking about now.
By the way, it was then that Russia called its forced retreat a “gesture of goodwill.”
And Putin in no way remembers the Bucha tragedy, which became known in early April, and which became a moral barrier for Ukraine to continue negotiations.
