Defense Minister Rustem Umerov said that the Ministry of Defense is ready to introduce a new version of the bill to improve mobilization, taking into account all the proposals of the Council committee.

Umerov wrote about this on his Facebook after the Cabinet of Ministers withdrew the first version of the bill from parliament. During 10 days of discussion, deputies, military officers and officials were unable to reach agreement on the sharp corners of the document.
Now the issues of mobilization, military accounting and rotations that are critical for the state are being politicized and slowed down. This is unacceptable during the Great War, he added.
Umerov said that representatives of all factions of parliament, the team of the Ministry of Defense, the General Staff and a number of other ministries and departments worked on the mobilization bill for six months in a working group.
The minister listed the principles of the mobilization law, which he is ready to defend:
- soldiers need to be given the opportunity to rest;
- those released from captivity must be given a choice or remain in the army;
- conscripts should finally be allowed to go home.
Meanwhile, the mobilization bill must actually be submitted by the president – as the Supreme Commander-in-Chief of the Armed Forces of Ukraine and as the only official who can grant the bill urgent status for immediate consideration.
The mobilization bill was returned for revision, since in the Verkhovna Rada its provisions would be difficult to redo if they corresponded, in particular, to the Constitution, people’s deputy and member of the National Security Committee Roman Kostenko told the League.
The People’s Deputy noted that the General Staff and the Ministry of Defense should specifically carry out mobilization, and the Verkhovna Rada is responsible for ensuring that it is done on a legal basis.
