The Cabinet of Ministers met on January 11 for an extraordinary online meeting and withdrew from the Verkhovna Rada bill No. 10378 on improving mobilization, military registration and military service.

At a meeting of the heads of factions, at which it was decided to return the bill to the government for revision, it became known that there were not enough votes to pass it in the first reading, writes Zerkalo Nedeli.
This time it was not possible to cover the deficit of mono-majority votes with votes from OPZZH, “Trust” and “For the Future”. Therefore, they decided to return the bill on mobilization to the Cabinet of Ministers for revision.
A large number of deputies from “SN” spoke out against it, the “Eurosolidarity” and “Batkivshchyna” factions refused to vote in full, and OPZZH, “Doverie” and “For the Future” decided to vote partially.
A closed meeting with the military command and a meeting of the Conciliation Council took place behind closed doors. Present were Commander-in-Chief Zaluzhny, Chief of the General Staff Shaptala, Defense Minister Umerov, the leadership of the Verkhovna Rada, heads of factions and committees. There were a lot of discussions. We understand the request of the military command and are ready to meet them halfway. But not all norms can be supported. Some provisions directly violate human rights, while others are not optimally formulated. Based on the results of the meeting, the bill is returned to the initiator. At the same time, we are passing on the proposals developed in the committee and working groups,” David Arakhamia, leader of the Servant of the People parliamentary faction, wrote on his social networks on January 11.
The mobilization bill must indeed be submitted by the president – as the Supreme Commander-in-Chief of the Armed Forces of Ukraine and as the only official who can grant the bill urgent status for immediate consideration.
