Over the past four months, an internal audit and the updated General Inspectorate of the Ministry of Defense have identified more than 10 billion in previously committed violations.
Defense Minister Rustem Umerov said that the news about detentions and criminal cases that Ukrainians have seen recently are changes in the department that will be noticed more often. The head of the Ministry of Defense wrote this on Monday, January 8 on Facebook.
He noted that one of his team’s priorities is to clean the system of dishonest participants – both within the ministry itself and from outside.
“In close cooperation with law enforcement agencies, we eliminate manifestations of corruption. The system is resistant, but we will overcome it,” said Umerov.
He noted that over the past four months, the internal audit and the updated General Inspectorate of the Ministry of Defense have discovered previously committed violations of more than 10 billion. “We respond harshly to all cases.”
The head of the Ministry of Defense recalled that in December the department, in cooperation with the Security Service of Ukraine, eliminated a scheme of corruption for the purchase of ammunition for the Armed Forces of Ukraine for almost 1.5 billion hryvnias.
According to him, the above is all that can be said to the public now, but there will be more news in the future.
Umerov also informed that the ministry is already working on a systematic solution to the problem, in particular, the introduction of a new procurement architecture according to NATO standards, reorganization of procurement mechanisms so as not to harm the continuous supply of weapons and logistics equipment to the Armed Forces of Ukraine.
“From now on, the Ministry of Defense sets the rules of the game, shapes the policy, and controls the tenders,” the head of the department emphasized.
He recalled that recently the purchase was carried out by two special agencies. One of them, the State Logistics Operator, will buy logistical equipment for the Armed Forces of Ukraine, including food, clothing and fuel.
“We are rebooting the Defense Procurement Agency, which specializes in the purchase of weapons. There are already concrete results. In four months, we have saved about UAH 3.5 billion on all logistics purchases. This is about 20% of the planned amount for purchases,” said the minister.
Among other things, he added that the Ministry of Defense for the first time bought 50 thousand sets of women’s uniforms, 100 thousand electric heating pads and 15 thousand active headphones.
Negotiations were held with the supplier of the latter to reduce the price – additional savings of 11.7 million UAH. public funds.
