To date, 1 thousand 636 certificates worth more than 3 billion UAH have been generated. Anyone who has already received a housing certificate can use the “Action” application to reserve funds for the purchase of a house or apartment. Deputy Prime Minister for Reconstruction – Minister of Development of Communities, Territories and Infrastructure Alexander Kubrakov wrote about this on Facebook.
After booking funds, the system will know that you are planning to purchase a home. Within five working days, the citizen will receive confirmation in the Action that the funds have been reserved. After this, the person will have 20 days to complete the purchase and sale transaction of a new home. If this is not done within this time frame, you will need to additionally resubmit the application to Action.
Before concluding an agreement to purchase housing under a certificate, ownership of the destroyed property must be terminated. This can be done by a notary who has the authority of a state registrar, or by the Central Scientific Administrative Office. You should have an application, a document certifying ownership and a technical report on the complete destruction of property. Such a document is issued by a commission of local government bodies.
Kubrakov emphasized that it is possible to purchase any apartment or house on the primary or secondary market in any area, regardless of where the destroyed property is located.
The minister added that if the cost of the property chosen by a citizen is higher than the cost of the certificate, then you can pay the difference from your own funds or combine several certificates to purchase one property.
Let us recall that on February 23 of this year, the Verkhovna Rada adopted Law No. 7198 on the creation of a state register of war-damaged and destroyed property and the procedure for compensation for it from the state.
