The new bill aims to change the procedure of mobilization, military service and introduce the possibility of partial discharge or rest for active military personnel.
On Monday, December 25, the Cabinet of Ministers submitted to the Verkhovna Rada a previously announced bill on improving certain issues of mobilization, military registration and military service (No. 10378). This was confirmed on Monday, December 25, through information on the parliament’s website.

improving the procedure for military registration of conscripts, those liable for military service and reservists;

change of conscription age from 27 to 25 years;

providing an opportunity for military personnel released from captivity to rest and undergo recovery by granting them additional leave with continuous pay for a period of 90 calendar days;

involving local government bodies, local state administrations, military-civil and military administrations, businesses, institutions and organizations in active participation in mobilization activities, especially during notification and arrival of citizens involved in the performance of mobilization duties in assembly areas and military units;

clarification of the powers of the Ministry of Defense, the General Staff and intelligence agencies of Ukraine regarding the maintenance of military records of conscripts, those responsible for military service and reservists, carrying out mobilization and reserve measures ;

clarification of standards for the fulfillment of military transport duties;

clarification of the responsibilities of the citizens of Ukraine regarding the preparation and mobilization, in particular, establishing the obligation to undergo a medical examination and treatment in medical institutions by the decision of the VLK, military registration in the area of location in case of moving during mobilization, mandatory attendance at TCC and military units after the announcement of mobilization, having a military registration document along with an identity document;

establishment of requirements for TCC summons, as well as the procedure for delivering them to citizens of Ukraine;

clarifying the grounds for deferment and exemption from conscription during mobilization, as well as synchronizing standards on the grounds for dismissal from service, in particular, those who take care of their spouses ( husband) or family members with disabilities of group I or II, women have the right to postpone those on parental leave until the child reaches the age of three, as well as if the child needs home care , but not more than until he reaches the age of six, pregnant women, currently representatives of the people;

which establishes that applicants for vocational (vocational-technical), professional higher and higher education, studying full-time or dual form, as well as doctoral students, scientists and scientists -pedagogical workers, teaching staff are also not subject to conscription during mobilization for a special period;

establishing that those liable for military service who served during martial law and transferred to the reserve (can be called up by their own consent) are not subject to conscription during mobilization for two years from the date of removal from military service;

establishing that those released from reserve service due to release from captivity are not subject to conscription (they can be conscripted by their own consent);
-
establishing that citizens liable for military service dismissed from compulsory military service during martial law are not subject to conscription for six months;
-
Civil servants, employees of the Bureau of Economic Security of Ukraine, the State Executive Service of Ukraine and the prosecutor’s office do not have the right to a postponement from conscription;
-
clarification of the reservation procedure for those liable for military service working in government bodies and other government agencies, including civil service positions of category “A” – all persons liable for military service, and for civil service categories “B”, “C” – up to 50% of the number of relevant military obligations;

clarification of grounds for dismissal from service at will (for foreign military personnel and stateless persons serving under contract), related to disability of groups I and II (if the personnel of military has not expressed a desire to continue military service), in connection with release from captivity, in connection with the election as a representative of the people, in connection with the end of the term of service in the case of continued service during martial law within of 36 months and the termination of the contract or in case of termination of a contract concluded during martial law;

exclusion from the list of VLK conclusions of the conclusion on limited suitability for military service;

exclusion of military service as a type of military service and dismissal from reserve service of all conscripts;

introduction of basic general military training for citizens up to three months for all citizens aged 18 to 25 years in all educational institutions;
-
introduction of basic military service at will until the age of 25 for those who have not completed basic general military training;
-
establishing restrictions on the rights of citizens who avoid military registration and military service;
-
empowering the police to participate in mobilization activities;
-
establishing additional requirements for the possibility to perform public service or serve in the police only after completing the basic combined arms training or military service;
-
involvement of administrative service centers, employment centers and recruiting centers in recruitment measures for military service.
The bill also proposes that a call to the territorial recruitment and social support center be sent to a citizen through the electronic account of a conscript, a person liable for military service and a reservist, or by e-mail.
This bill must be considered in parliament. Therefore, offers are subject to change.
We remind you that the Rada is preparing military registration for women. The bill states that during martial law, women will enter military service, but for combat positions – only voluntarily.
President Vladimir Zelensky said he would not sign the women’s mobilization law.
