The speaker of the joint press center of the Tauride Defense Forces, Alexander Shtupun, announced this at a briefing on December 25 during a telethon.

The press secretary of the Tauride Defense Forces clarified what exactly Tarnavsky said:
The volumes that we have today are not enough for our needs today. So we redistribute them. We reschedule the tasks we have set for ourselves and reduce them because we need to provide them.
However, Reuters, at its own discretion, paraphrased Tarnavsky’s words and included in the title that “Ukrainian troops lack artillery and are curtailing some operations.”
