The press service of the Office of the Prosecutor General reported this today, December 23.
Yesterday, December 22, it became known that the SBU, together with the leadership of the Ministry of Defense, exposed the head of one of the Main Directorates of the Ministry of Defense in a large-scale deal, which is qualified as obstruction of the legitimate activities of the Armed Forces of Ukraine and other military formations (Part 2 of Article 114-1 of the Criminal Code).
According to the investigation, the official organized a scheme for appropriating budget funds during government procurement of artillery shells for the Armed Forces of Ukraine:
- in December 2022, he signed an agreement with a special exporter for the purchase of a batch of artillery shells for the Ukrainian Armed Forces. But the money was not transferred to the company’s account then, since the products were not delivered;
- Subsequently, the new Defense Procurement Agency of the Ministry of Defense entered into a new contract for the supply of these shells with a special exporter, but on more favorable terms – lower cost and shorter delivery times. According to this contract, the products were to be delivered directly from the manufacturer.
- Despite this, the official unreasonably extended the validity of the preliminary agreement. On this basis, almost 1.5 billion UAH were transferred to the accounts of an affiliated foreign intermediary company, which is 130 million UAH. exceeded the cost of products under a direct contract with the manufacturer.
