The Verkhovna Rada of Ukraine adopted as a whole bill No. 7457 “On regulating the circulation of plants of the hemp genus (Cannabis) for medical, industrial purposes, scientific and scientific-technical activities to create conditions for expanding patient access to the necessary treatment of cancer and post-traumatic stress disorders resulting from war.”

This document allows the use of medical cannabis in Ukraine. At a parliamentary meeting on December 20, the document was supported in the second reading by 248 deputies.
The bill regulates the use of cannabis only in medical, industrial and scientific activities. First, the drug will be used to treat veterans and cancer patients – people who live with constant pain and need this innovation in Ukrainian medicine. At the same time, only the use of cannabis produced in Ukraine will be allowed in Ukraine.
The production of medicines based on medical cannabis will be strictly controlled at all stages. Only legal entities that have received the appropriate license and GMP certificate will be able to grow the plant, under 24-hour video surveillance with access for the National Police. Each bush will be individually coded to track the movement of plants to the patient.
Medicines based on medical cannabis can only be obtained by electronic prescription. The doctor will prescribe this prescription to the patient according to his condition, as is the case with morphine.
According to patient community estimates, 6 million Ukrainians now need medical cannabis: these are patients with oncology, epilepsy, military and civilians with symptoms of PTSD, people with Parkinson’s disease and other serious illnesses.
The Ministry of Health will approve a list of diseases and conditions for which a patient can be prescribed medicine based on medical cannabis. The dispensing of medicines based on medical cannabis will be possible only with a doctor’s prescription in accordance with medical indications and using an electronic prescription. Patients will be able to transport and store such medicine in the amount determined by one prescription.
The Ministry of Health recalled that cannabis-based medicines are permitted in 56 countries, including the EU, Canada, Great Britain and the United States.
