We are talking about the approval of amendments to the EU budget for 2024-2027, including the creation of the Ukrainian Fund Ukraine Facylity. The EU Council leaders could not agree on these changes during the summit on December 14-15 due to resistance from Hungary.
The head of the Dutch government, Mark Rutte, announced the delay in approving aid immediately after the negotiations.
This date on December 18 in Brussels, during a joint press conference with Prime Minister of Belgium Alexander De Croo, was confirmed by the President of the European Council, Charles Michel.
Earlier this year, the European Commission proposed providing Ukraine with financial support in the amount of 50 billion euros until 2027, of which 33 billion would be issued in the form of loans and 17 billion euros in the form of grants.
On December 14, the European Council decided to begin negotiations on the accession of Ukraine and Moldova to the European Union, and also granted Georgia candidate status for EU membership.
Viktor Orban, who also opposed the start of negotiations, was not present during the vote on this issue. He subsequently called the decision by other EU members “irrational”, “senseless” and “false”.
The decision on a new aid package for Ukraine has been complicated by the fact that further financial support for Kyiv is part of a legislative proposal for a radical overhaul of the EU’s long-term budget. The EU operates under a seven-year budget system, with the current joint budget period running until 2027.
