In the capital, during the alarm on December 14, children were not allowed into the school shelter because they were with a dog.
The school management justified such actions of the bodyguard by the fact that other schoolchildren could be allergic to animals. While 11-year-old Sasha and 12-year-old Bogdan were running to another shelter, a rocket was shot down above their heads.
Let us note that the father of the boys who were not allowed into the shelter, a military man, died last year in the Zaporozhye region as part of Azov.
The children’s mother was forced to leave work early to calm Sasha and Bogdan and understand the situation.
Outside the educational process, the dog was allowed to go to the shelter without any questions, but in this situation the guard was guided by the order of the Ministry of Internal Affairs and did not want to endanger the health of other students, said Alexander Poltoratsky, the school director.
There were about a hundred children in the shelter, some might have an allergy, and the medical worker was no longer at work in the evening,” Poltoratsky argued for the actions of the school bodyguard.
Some parents of students studying at the school also support his position.
The head of the education department of the Svyatoshinsky district, Alexei Sukennikov, also commented on the situation and stated that the guard suggested that the children “leave the dog in a safe place inside the educational institution, but they did not agree and went to look for the nearest shelter where they would be allowed in.”
He added that at the beginning of the full-scale invasion of shelters, no one paid attention to such bans on animals, but “now the situation has changed a little” and the corresponding order from the Ministry of Internal Affairs played a key role in the guard’s decision.
National Police investigators registered criminal proceedings on this fact under Part 1 of Art. 135 of the Criminal Code of Ukraine – leaving in danger, the press service of the National Police reports.
The Kyiv City Military Administration responded to the situation. The head of the KMVA, Sergei Popko, called it unacceptable.
Therefore, criminal proceedings have already been registered and the Svyatoshinsky District Prosecutor’s Office has begun a pre-trial investigation into the fact of “deliberate abandonment without help of children who were in a life-threatening condition and deprived of the opportunity to take measures for self-preservation,” Popko said.
He called on those responsible for the shelter to “conduct explanatory work with the staff” regarding the unhindered access of Kiev residents during an air raid.
Let us note that according to the order of the Ministry of Internal Affairs on the approval of requirements for the use and accounting of the fund of protective structures for civil protection, it is prohibited to bring animals into the shelter. Therefore, most furry owners are forced to wait out alarms in a safe place in the apartment.
