The head of the village council in Ukraine can not only formulate agendas for men, but also approve them with his signature. The corresponding powers of these officials are specified in Resolution No. 352 of the Cabinet of Ministers of Ukraine. Ukrainian Defense Minister Rustem Umerov announced this in Lvov at a meeting of the Congress of Local and Regional Authorities under the President, Ukrinform reports.

The minister added that other issues are currently being worked out legislatively, and after the Verkhovna Rada makes decisions, they will be announced.
The Verkhovna Rada website states that Cabinet of Ministers Resolution No. 352 “On approval of the Regulations on the preparation and conduct of conscription of Ukrainian citizens for compulsory military service and the acceptance of conscripts for military service under contract” was adopted on March 21, 2002. The last changes to the resolution were made on May 30, 2023.
As you know, there are now three types of agendas. The first summons for clarification of data, which is served to update information about those liable for military service. Next, the citizen is given a summons to undergo a military medical commission. The third and final summons is the mobilization order, which is handed to the citizen after passing a medical examination if he has been found fit to serve in the Armed Forces of Ukraine.
