On December 7, the Cabinet of Ministers introduced changes to the resolution “On the Border Regime”, regulating the grounds for the stay of citizens in the border strips.

According to them, to stay in a border strip 5 km wide from the state border line, it is now necessary to have permission from the State Border Service. Speaker of the State Tax Service Andrey Demchenko spoke about this in a commentary to Ukrainska Pravda.
Thus, now citizens must obtain permission to enter, stay and carry out work within the border strip from the relevant body of the State Border Service of Ukraine, that is, the border detachment of the corresponding region.
This applies to both individuals and legal entities. Permission for individuals under 18 years of age is granted at the request of one of the parents (adoptive parents), guardians, trustees or other legal representative, the publication notes.
Citizens of Ukraine who intend to enter the border strip must submit a list of relevant documents to the border detachment in order to obtain the appropriate permit or if they plan to revoke such a permit.
The State Tax Service authority, no later than 10 working days from the date of receipt of the relevant application and the necessary documents, must make a decision on granting permission, refusing or invalidating the granted permission. The applicant must be notified of the decision made no later than the next working day.
The form of the decision to grant/refuse to grant or invalidate the permit will be established by the Ministry of Internal Affairs, the publication notes.
It is noted that the border strip does not include settlements and places of mass recreation for the population. Eat:
- if a citizen of Ukraine comes to a certain resort located in a populated area within the border strip, he does not need permission from the State Tax Service;
- however, permission will be required to visit areas outside of this locality.
Separately, the Cabinet of Ministers determined the category of persons who do not need to obtain permission to stay in the border strips. In particular these are:
- persons entering the border strip for the purpose of crossing the state border at checkpoints (control points) across the state border;
- truck drivers and accompanying persons entering the border strip for the purpose of multimodal transportation;
- persons who travel by vehicles from one to another populated area near the border line, along paths that may go beyond this line, provided they do not stop in such areas;
- other persons according to a certain list (people’s deputies, representatives of local authorities and other officials or law enforcement officers).
The GNSU notes: at the same time, aviation work, construction, cutting down trees and shrubs, water use, geological study, road and other studies, hydraulic engineering, land management, reclamation, diving work, video, film and photography of the area, tourist travel and parachute jumping and other activities (provided for in clause 17 of the Regulations on the Border Regime, approved by Resolution of the Cabinet of Ministers of Ukraine dated July 27, 1998 No. 1147) within the border strip must also be carried out with permission and after informing the State Border Service authority accordingly before directly carrying out such activities, – notes the publication.
