The last public exchange of prisoners of war between Ukraine and Russia took place on August 7. Ukraine then returned 22 of its military personnel.
The Russian side is blocking the exchange of prisoners of war to create social tension within Ukraine. Human Rights Commissioner Dmitry Lubinets announced this on Thursday, December 14, in a telethon.
He noted that Ukraine is working to free all captives and trying to involve new mediators in the exchange process, offering different strategies to the occupiers, but the process has not yet been unblocked .
The Commissioner for Human Rights believes that this is a deliberate new tactic of the Russian Federation.
“As a person directly involved in the exchanges, I would like to publicly state that the exchange of prisoners of war and the return of civilian captives is not carried out only because of the position of the Russian Federation. In my opinion, this is a deliberate tactic of the Russian Federation to create social tension within the state,” – said Lubinets.
He added that relatives of prisoners of war in Ukraine systematically receive phone calls from representatives of the Russian Federation and lie that Ukraine is to blame for the fact that their relatives have not interchangeable. Lubinets also added that such information began to be actively pushed on Russian Telegram channels.
As of early December, 28 thousand Ukrainian citizens were in captivity. This data was announced by Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets.
