New mobilization rules. What do they offer?

In Ukraine, a bill is being prepared that provides for the delivery of subpoenas by e-mail and registered mail.

The President of Ukraine, Vladimir Zelensky, instructed to make comprehensive solutions as part of the change of mobilization policies. And now the presidential representative in the Verkhovna Rada, member of the Committee on National Security and Defense Fyodor Venislavsky said that a new mobilization bill is being prepared in the parliament. It can be registered as early as this week.

How are subpoenas served?

The new bill plans to provide the possibility to serve a subpoena not only personally against a signature, but also by e-mail and registered mail. The notification of the transfer of a registered letter comes to the mailbox, and the letter itself with the summons must be personally delivered to the person by the representatives of the postal services. This is called the public agenda.

At the same time, according to Venislavsky, in the case of e-mail, in Ukraine there is already an electronic account of those liable for military service and conscripts, which will contain all identity data.

“These rules should make it easier to receive a summons and not allow people to abuse the fact that they are not receiving a summons and are not breaking the law,” he explained.

At the same time, the authors of the bill want to allow the service of subpoenas not only by representatives of territorial recruitment centers, but also by local government bodies and executive authorities. They plan to do this to clarify the power of all government bodies in the matter of mobilization, the representative of the people said.

The aforementioned bodies, according to him, often shirk their responsibilities regarding mobilization.

Bring your military ID

Also, to avoid conflicts during mobilization activities, the representatives want to oblige those liable for military service during martial law, in addition to an identity document, to continue to carry a document that verify their military registration and present these documents to TCC representatives. “This is done so that the police do not have to get involved to serve the summons and to reduce the risks of possible conflict situations,” said Venislavsky.

Training and mobilization

If the bill goes into effect, only those who receive the next level of education will be entitled to a deferment from conscription – “for example, if after a master’s degree a person enters graduate school.”

“That is, those who, after a higher education, receive a second higher education – of the same level or a lower level – there is no postponement for them,” said Venislavsky.

Mobilization of officers

An electronic petition for the mobilization of officials, submitted by People’s Deputy Alexander Dubinsky, suspected of treason, received the required number of votes.

The petition received 25,416 votes out of the 25 thousand required. In an appeal to the Ukrainian head of state, they demand to recognize as urgent bills that will contribute to the fair mobilization of citizens, in particular, people’s representatives and civil servants of Ukraine.

“Due to the specific schedule of meetings of the Verkhovna Rada of Ukraine during martial law, it is impossible to determine when these bills will be considered. However, we call for immediate consideration of legislative initiatives that this to accelerate success and reduce social tension,” the petition said.
