The political forces represented in the Verkhovna Rada signed a memorandum on holding the next elections only after the end of martial law.

This agreement was reached at a meeting in the format of the “Jean Monnet Dialogues” for the sake of peace and democracy, which took place on November 10-12 in Transcarpathia. The text of the conclusions adopted during this meeting is published on the Council’s website.
We also agreed that future free and fair national elections (parliamentary, presidential) will be held after the end of the war and the end of martial law, with sufficient time to prepare for the elections (at least 6 months after the end of martial law), the document notes .
It is noted that post-war elections should be held on the basis of the current Electoral Code, preserving national and local elections as the basis for the electoral systems, returning the rules ensuring the competition of candidates within the same party list (as an example, the abolition of the limit of 25% of the electoral quota required to promote a candidate on the electoral list).
The document is signed by the leaders of a number of political forces, in particular:
- David Arakhamia from the Servant of the People faction;
- Yulia Tymoshenko from “Batkivshchyna”;
- Irina Gerashchenko as co-chair of the European Solidarity faction;
- Alexandra Ustinova from “Voice”, etc.
The meeting participants also agreed to work on developing a special law that would regulate the specifics of the first post-war elections.
In a comment to Ukrayinska Pravda, First Vice Speaker of the Verkhovna Rada Alexander Kornienko confirmed that all the obligations that the political forces have undertaken are in this document.
“Jean Monnet’s dialogues” on November 10-12 were devoted to a wide range of issues, including election issues, he noted.
Answering the question whether the people’s representatives returned to the topic of elections after that meeting, Kornienko noted:
I am not yet aware of other similar meetings regarding elections.
