A group of member states is insisting on softening EU proposals aimed at stopping the evasion of sanctions against Russia by third countries.

“A group of member states is pushing for the softening of EU proposals aimed at stopping the evasion of sanctions against the Russian Federation by third countries,” said people with knowledge of the matter.
The bloc’s executive body proposed banning importers from reselling so-called high-priority goods – such as semiconductors used in weapons or required for their production – in the Russian Federation or for use in Russia, and also requires deposits of a certain amount in an escrow account to ensure security.
According to the latest EU sanctions proposals seen by Bloomberg, at least half of this amount will be transferred to a trust fund for Ukraine, and the agreements will be torn up if they are violated. Exporters will also need to notify national authorities of any violations by companies through third countries.
At the same time, diplomatic representatives of a group of major member states this week expressed some reservations about the proposals, including doubts about their legality and whether such guarantees and provisions could be demanded from importers.
Some countries also want to narrow the scope of potential clauses and the list of goods that would be subject to the proposed sanctions, the sources said. These member states are also concerned that the agreement’s requirements could put European companies at a competitive disadvantage.
“Other member states, especially the Baltic countries, support these proposals,” the sources said.
It was previously reported that Slovakia is against EU sanctions on nuclear fuel from the Russian Federation. The country opposes the introduction of restrictions on the supply of nuclear fuel from Russia as part of the 12th package of EU sanctions.
