The Russian invaders planned that from 2025 all residents of the temporarily occupied territories should receive Russian passports. However, the local population is resisting in this matter.

This was reported today, November 23, on the website of the Center for National Resistance.
The Russians have already gradually come to terms with the fact that Ukrainians do not want to receive a Russian passport, the CNS notes.
In this regard, according to the CNS, the occupiers have already identified three categories of TOT residents:
- the first are those who received a Russian passport;
- the second – those with a residence permit, if they do not want to receive a passport;
- the third are “stateless persons,” that is, Ukrainians who, in principle, do not receive either a visa or a passport of the enemy.
For now, the occupation administration is beginning to encourage the latter to receive a certificate in order to report on their successes, because the goal of the whole action is “legalization of the occupation” and demonstration of the commitment of the local Russian authorities, the Central Tax Service notes.
