The Cabinet of Ministers has extended the possibility of using paper declarations for the import of humanitarian aid into Ukraine until April 1, 2024.

This will allow organizations delivering humanitarian aid to continue their activities according to the usual procedures.
Previously, a government decree provided for changes in the procedure for importing aid from December 1, 2023, which actually jeopardized the volunteer movement.
Cabinet of Ministers Resolution No. 953 was supposed to cancel the simplified regime for the import of humanitarian aid and establish new import procedures, additional requirements for reporting and accounting for humanitarian aid.
According to the document, an electronic aid recording system is being introduced. The changes will most affect charities and public organizations. On November 1, the funds were allowed to test the program, which had already found problems.
Volunteers note that there are complicating factors, and in many cases the import of humanitarian aid could be excluded from December 1, 2023.
The resolution introduces additional responsibilities for municipal and state recipients of humanitarian aid (military-civil administrations and institutions) so that humanitarian aid in warehouses is not lost or expired.”
