Russia has effectively frozen the exchange of prisoners with Ukraine.

According to Pyotr Yatsenko, a representative of the Coordination Headquarters for the Treatment of Prisoners of War, Russia is not interested in the fate of its prisoners, so they are delaying the exchange and creating various obstacles.
In May of this year we had several large exchanges, the last one taking place on August 7th. We were only able to return 22 people. There are various reasons for postponing these exchanges, and in fact this is some kind of chicanery in order to slow down this process, and in order to be able to conduct some kind of propaganda campaigns. We believe that this is exactly why this is being done,” Yatsenko said.
As of mid-November 2023, it was established that 4,337 Ukrainian military and civilians were in Russian captivity, 1,953 were released from captivity, the Ministry for the Reintegration of Temporarily Occupied Territories of Ukraine reported.
Of the 4 thousand 337 people captured by Russia or its appointed administrations of the so-called “DPR” and “LPR” since 2014, 3 thousand 574 people are military personnel, another 763 people are civilians, the fact-finding commission clarified captivity at the ministry.
The Ministry of Reintegration of Ukraine also noted that the indicated number of captured Ukrainians does not reflect the actual number of people in Russian captivity, since the ministry only has data on those people whose data was provided by the prisoner’s relatives.
However, many prisoners or members of their families did not contact the Ministry of Reintegration and, as a result, did not establish the fact of deprivation of personal will as a result of armed aggression against Ukraine, the press service of the ministry said.
