The DBR reported on November 1 that the deal was organized by the retired former head of the Kyiv regional military registration and enlistment office, but retained the necessary connections.
The scheme involved officials mainly from Kyiv and the region, the head of the VLK of the Makarovsky district of the Kiev region and accomplices from other regions of Ukraine – from nine TCCs in total.
According to preliminary investigation data, at least 100 drug evaders could have traveled abroad under this scheme. 40 episodes of receiving money were fully documented. The cost of the “service” ranged from 6 to 10 thousand dollars. per person depending on the starting package of documents. The clients were both yesterday’s students and bankers with adult sons.
The Security Service said that the organizers of the Uhilyanta scheme “wrote off” potential conscripts according to military registration.
At the end of August this year, SBU officers exposed the three organizers of this group. They turned out to be two heads of departments of the military registration and enlistment office and the head of the military medical commission in the capital region.
During the investigation, the involvement of the former head of the local military registration and enlistment office and his son, as well as two more of their accomplices, in organizing the scheme was established.
The criminals offered their clients to avoid conscription and go abroad on the basis of fictitious certificates of unfitness for military service for health reasons.
Based on the collected evidence, all seven defendants were informed of suspicion under Art. 255 (creation, management of a criminal community or criminal organization, as well as participation in it). The perpetrators face up to 12 years in prison with confiscation of property.
In addition, in Kyiv, the head of the psychiatric department of a local clinical hospital was detained, who took bribes from evaders for falsifying medical documents that allegedly confirmed that they had serious illnesses.
