Ukraine may decide to hold elections if it resolves a number of problematic issues caused by a full-scale Russian invasion.

The head of the Verkhovna Rada Ruslan Stefanchuk stated this during a joint press conference with the Speaker of the Chamber of Deputies of the Czech Parliament Marketa Pekareva Adamova following the results of the Second Parliamentary Summit of the International Crimean Platform, the Ukrinform agency reports.
Stefanchuk emphasized that Ukraine was, is and remains a democratic country, so it is very important to hold elections so that there is no “stagnation” in power.
At the same time, there are certain inconsistencies in Ukrainian legislation regarding the possibility or impossibility of holding elections during a war, both at the parliamentary and presidential levels. We are now discussing these issues,” he noted.
According to Stefanchuk, Ukraine has at least five problematic issues that need to be resolved in order to hold elections:
- ensuring the rights to vote and be elected to government bodies for military personnel;
- organization of elections in temporarily occupied territories;
- ensuring the participation of Ukrainian refugees in voting, of whom there are currently about 7 million abroad;
- election financing;
- ensuring free access to media.
There are a number of smaller questions regarding the organization of elections, but I think when we together find answers to these five, Ukraine will decide to hold elections,” he emphasized.
Stefanchuk also noted that he turned to colleagues from many parliaments around the world with a request to share their experience of holding or not holding elections during the war.
Now we are exchanging experiences. I think that there will be some kind of decision in the near future,” he concluded.
