This bill was registered by a representative from the pro-government United Russia Evgeny Fedorov. He proposed to cancel the resolution of the State Council of the USSR In recognition of the independence of the Republic of Lithuania on September 6, 1991. The deputy claimed that according to amendments to the Constitution of the Russian Federation, declaring the succession of Russia after the USSR, the first can cancel the legal acts of a non -existent state.

At the same time, he considers the decision of the State Council of the USSR illegal, since Lithuania has not held a referendum on separation from the USSR, and a transition period has not been established to consider all controversial issues. Fedorov called the USSR State Council “an unconstitutional body.”

As you know, Lithuania was the first union republic to declare independence. The Act on the Restoration of Independence was enacted on March 11, 1990.

Earlier, a draft law on the creation of administrations outside the Russian Federation was submitted to the State Duma. This initiative would allow the Russian occupiers to organize temporary authorities in the occupied territories of Ukraine.
