The Russian occupation authorities continue to widely and systematically use torture in various places of detention. The UN Independent International Commission to Investigate Violations in Ukraine collected new evidence in the Kherson and Zaporozhye regions indicating systematic torture by the Russians.

Interviews with victims and witnesses demonstrated a deep disregard for human dignity on the part of the Russian authorities. As stated in the commission’s report presented at the UN General Assembly, Russia committed numerous war crimes in Ukraine – in particular, indiscriminate shelling, torture, rape and other sexual violence, as well as the deportation of children to the Russian Federation. Rape and other sexual violence were often accompanied by additional acts of violence against victims, including severe beatings, strangulation, suffocation, slashing, shooting near the victim’s head, and premeditated killings.
The commission concluded that indiscriminate attacks by the Russian armed forces using explosive weapons led to the death and injury of civilians, as well as the destruction and damage to civilian objects.
In the cases investigated, the UN says, mostly men were subjected to torture, suspected of transmitting information to the Ukrainian authorities or supporting the Ukrainian Armed Forces.
The commission also said it documented the transfer of 31 children from Ukraine to Russia in May 2022. The commission concluded that this was an illegal deportation and a war crime.
In addition, the Commission documented three cases in which Ukrainian authorities violated human rights against “individuals accused of collaborating with Russian authorities.”
